States' responsibilities

Though "states' rights" may have died years ago at the conclusion of the Civil War, it would seem that state governments here in the US are still taking on responsibilities that our federal government will not. There's more to it than that, though . . . legislation aimed at capping carbon emissions seems to be going hand-in-hand with green energy deployment and development.

We're always told that restricting the use of fossil fuels would be bad for the economy, but is that really true in this day and age?
